The specific measures shall be determined by the provincial people’s governments.Qualified tourism enterprises may defer payment after approval by the people’s government of the insured place. increase the supply of effective credit for tourism.We will establish a mechanism for preventing and controlling financing risks for key enterprises.We will guide financial institutions to reasonably lower the interest rate of new loans, and actively offer profits to tourism enterprises suffering from production and operation difficulties affected by the epidemic.Encourage qualified tourism enterprises to issue corporate credit bonds and broaden diversified financing channels for tourism enterprises.We will increase inclusive financial support for small, medium and micro enterprises in travel agencies, tourism and performing arts that meet the requirements and are expected to develop well.Give full play to the positive role of cultural and tourism financial service centers, and establish a financing demand database for small, medium and micro tourism enterprises.Banking financial institutions are encouraged to provide small-amount loans to tourism-related start-ups, small, medium and micro enterprises, theme b&BS and other individual industrial and commercial businesses.For the rescue and support measures for the highway, waterway and railway transport industry, the policy shows that the advance payment of VALUE-ADDED tax for railway transport enterprises will be suspended for one year in 2022.In 2022, VAT will be exempted for passenger ferry, bus passenger transport, subway, urban light rail, taxi, long-distance passenger transport, shuttle bus and other public transport services.In 2022, the central finance will continue to provide subsidies for the purchase of new energy buses that meet the requirements in accordance with established standards, and the decline rate will be lower than that of vehicles purchased in the non-public sector.In 2022, the central government will further increase subsidies to local governments from vehicle purchase tax revenue to support the development of roads, waterways, comprehensive freight transport hubs, and competent authorities provide lists of enterprises for financial institutions’ reference.Encourage qualified transport enterprises to issue corporate credit bonds, and broaden diversified financing channels for transport enterprises.In view of the bailout support measures for the civil aviation industry, the policy proposes that the advance payment of VALUE-ADDED tax by air transport enterprises will be suspended for one year in 2022.Local governments can coordinate transfer payments from the central government and their own financial resources to support airlines and airports in epidemic prevention and control based on actual needs.We will coordinate resources to increase financial support for civil aviation infrastructure development.The central government will continue to subsidize qualified air routes and safety capacity building through the Civil Aviation Development Fund.We will continue to subsidize the operation and safety capacity building of qualified small and medium-sized airports and directly affiliated airports through the Civil Aviation Development Fund, discount interest on loans for civil aviation infrastructure, and subsidize investment in airport and air traffic control projects.We will encourage local governments to support relevant projects.To study, coordinate and promote China Aviation Oil Group Co., Ltd. and upstream enterprises to negotiate the cancellation of Marine transportation premiums (2 USD/barrel) and port charges (50 RMB/ton) included in the price of aviation kerosene.Encourage banking financial institutions to increase credit support to hub airports.Encourage qualified airlines to issue corporate credit bonds and broaden diversified financing channels for airlines.Establishing a green channel for airlines and civil airports severely affected by the epidemic to register and issue debt financing instruments.In addition, the policy requires precise implementation of epidemic prevention and control measures.Strict, scientific and targeted epidemic prevention and control measures will be implemented to resolutely prevent and avoid the tendency of “relaxing epidemic prevention and control” and “excessive prevention and control”, and effectively restore and maintain normal order in the development of the service industry.First, establish a precise monitoring mechanism, use big data to establish a database of employees in key areas and industries of the service industry such as restaurants, supermarkets, scenic spots, airports, ports, and cold chain transportation, and ensure the frequency of nucleic acid tests for key personnel and those in high-risk positions, so as to ensure that all tests are carried out.Second, improve the ability of accurate identification to ensure that the “golden 24 hours” of epidemic control should be fully grasped when an outbreak occurs in the service sector.Third, strengthen precise control and isolation, scientifically and precisely locate key and high-risk groups in the service industry, put close contacts and close contacts under centralized isolation and medical observation, and manage other personnel according to relevant regulations.Fourth, the concept of targeted prevention and control should be promoted. Workers in catering, retail, tourism, transportation, civil aviation and other industries and related service sites should receive all vaccines, and a daily health monitoring and registration system should be established to enhance the awareness of epidemic prevention and control among employees and the public.Strictly implement the requirements of “five No-no” in the epidemic prevention policy of the Joint Prevention and Control Mechanism of The State Council, that is, people from low-risk areas shall not be prohibited from returning home;The scope of medium-high risk areas should not be expanded at will.Travel restrictions shall not be arbitrarily extended from medium-high risk areas and the district (county) to the local city;People in low-risk areas shall not be quarantined or persuaded to return without authorization.The period of quarantine shall not be arbitrarily extended.On this basis, precise epidemic prevention requirements are further proposed for the service industry.First, cities and areas should not be closed in violation of relevant regulations on epidemic prevention and control, and public transport should not be interrupted unnecessarily or without approval.Second, restaurants, supermarkets, scenic spots, cinemas and other relevant service places shall not be closed without adjustment or policy basis, and the closing time shall be extended.Third, it is forbidden to arbitrarily increase epidemic prevention and control measures for the service sector on the basis of the policy requirements of the Joint prevention and control mechanism of The State Council.If it is really necessary to take measures such as sealing off cities and areas, interrupting traffic or strengthening epidemic prevention and control on an existing basis, the measures must be reported to the Joint prevention and control mechanism of The State Council for approval.Provincial people’s governments should coordinate the overall requirements of epidemic prevention and control measures in their respective regions, and establish a special working mechanism to reflect, verify and correct problems of epidemic prevention and control measures at different levels according to the characteristics of the service industry.
