Digital economy bears on the overall interests of national development.The 14th Five-Year Plan and the Outline of the Vision and Goals for 2035 call for “building a system of digital rules to foster an open, healthy and safe digital ecosystem”, providing guidance for building a sound digital ecosystem.The sound growth of new things and the acceleration of new drivers of development cannot be achieved without the improvement of rules. The same is true of the digital economy.Data showed that the scale of China’s digital economy reached 39.2 trillion yuan in 2020, accounting for 38.6 percent of GDP, with a growth rate of 9.7 percent.The vigorous development of China’s digital economy is closely related to the continuous improvement of digital rules.For example, the Code of Ethics for the Next Generation of ARTIFICIAL Intelligence, released in September 2021, emphasizes the integration of ethics into the whole life cycle of ARTIFICIAL intelligence, providing ethical guidance for natural persons, legal persons and other relevant institutions engaged in AI-related activities.In addition, relevant rules are being improved to address hot and difficult issues emerging in new areas and forms of business, such as unmanned driving, online medical care, fintech and smart delivery, to ensure that risks of digital technologies are controllable.The construction of digital rule system is conducive to promoting the healthy development of China’s digital economy on the legal track.In response to new situations and challenges in the construction of digital ecology, the digital rule system should establish rules, timely complement weak points and strengthen weak areas, and help solve new problems.The digital rule system effectively maintains fair competition in the market and creates a healthy digital ecosystem for behaviors such as brushing orders and speculating on information and big data.For example, in response to problems such as bad information in the Internet ecosystem, cyber violence and data security risks, we will establish and improve self-discipline mechanisms in the industry to weave a strong and tight “net of rules”.Building a system of digital rules is also conducive to upholding multilateralism and building a digital community with a shared future.Establishing a unified national digital ecological system and rules, and promoting the effective convergence of domestic and international rules, will help promote the transition from opening based on the flow of goods and factors to opening based on rules, management, standards and other institutions.China practice really multilateralism, actively participate in the world trade organisation, the g20, apec mechanisms such as cooperation, successively put forward international cooperation strategy “” cyberspace” digital connectivity initiative “global data security initiative”, etc., to make those who reflect the parties intend to, respect the interests of all parties digital governance contribution wisdom of China international rules,China’s proposal to build a multilateral, democratic and transparent global Internet governance system, so that digital civilization benefits people of all countries.Digital rule system is the institutional foundation of good digital ecology.We should attach equal importance to delegating power and regulation, promote the integration of development and standardized management, and better play the role of rule of law in securing the foundation, stabilizing expectations, and benefiting the long-term.
